The Social Security office on Lake Herbert Drive in Norfolk, Virginia, is the worst-rated in America, averaging 2.00 stars from 341 Google reviews, and 67% of its reviews give a single star.

Key findings
At the other end, the office on Big A Road in Toccoa, Georgia, is the best-rated in the country at 4.58 from 105 reviews, ahead of Miami Beach, Florida (4.47), and Statesboro, Georgia (4.46).
The average office in the ranking scores 3.09. The office on Towne Boulevard in Franklin, Ohio, is second-worst at 2.09, and the one on SW 156th Street in Burien, Washington, is third at 2.09. Virginia and Washington both have two offices in the bottom 10. Manassas (2.16) joins Norfolk, and Bellevue (2.26) joins Burien. Offices in Columbia, South Carolina, Odessa, Texas, Colorado Springs, Seabrook, Maryland, and Poughkeepsie, New York, complete the list.
SEO Backlinks also went through the 514 one-star reviews with written comments left at the 10 lowest-rated offices. Of those, 48% complained about rude or unhelpful staff, 34% about long waits in the office, 33% about phone calls that went unanswered, 33% about wrong information or being sent back for more paperwork, and 31% about getting an appointment or being seen at one.
Georgia has two of the three best-rated offices, and its offices are the best-rated of any state, averaging 3.58, ahead of Arizona (3.28) and California (3.23). Florida has three offices in the top 10, in Miami Beach and two in Miami, and New York has two, in East Harlem and Geneva. Offices in Morristown, Tennessee, Concord, North Carolina, and Hernando, Mississippi, complete the list. Washington's offices are the lowest-rated of any state at 2.63, followed by Virginia (2.65) and Ohio (2.84).

Method
How we did it
We used the DataForSEO Business Listings database to pull the Google Maps listings for Social Security Administration offices across the US on October 5, 2026, searching both Google's Social Security office category and listing names.
We kept the local field offices. Hearing offices, card centers, disability determination offices, private disability advocates and law firms, and listings marked as permanently or temporarily closed were left out. Where Google had more than one listing at the same street address, their reviews were added together and counted as one office. That left the 541 open offices with at least 100 Google reviews each, 116,654 reviews in all.
Each office was ranked by its exact average rating, worked out from its count of one, two, three, four and five-star reviews rather than the rounded score Google displays, so offices that show the same rating on Google are still put in order. Where two offices have exactly the same average, the one with the larger share of one-star reviews ranks lower.
Each state's average gives every one of its offices equal weight (the mean of the office averages) and is shown for the 19 states with at least 10 offices in the ranking. The ranked offices are spread across 44 states and Washington, D.C., and the best and worst rated office in each of them is listed below.
For the complaint figures, each of the 514 one-star reviews with written comments at the 10 lowest-rated offices was tagged with every complaint it raises, so one review can count toward more than one complaint.
